Background and Objectives
Since the merger and upgrade of Tainan County and City into a special municipality in late 2010, industrial investment has gradually increased. In response to the central government's "Strengthening Taiwan Businesses Returning Home Investment Program," the Tainan City Government has assisted Taiwanese enterprises in acquiring land for factory establishment in Taiwan.
In addition, in line with the Ministry of Economic Affairs' policy to "facilitate legal operation of unregistered factories," the City Government encourages and assists such factories in obtaining legal land and improving management practices, in order to avoid negative environmental impacts.
As the industrial parks developed by the City Government (Liu Ying Technology Industrial Park, Yongkang Technology Industrial Park, and Tree Valley Park) are now fully sold out, Tainan is facing a shortage of industrial land. To address this issue, promote efficient land use, enhance land value, provide legal factory sites, and drive industrial development and local employment, the development of the Sinji Industrial Park has been reactivated.
Upon completion, the Sinji Industrial Park will provide 76.75 hectares of factory land, supporting the relocation and centralized management of traditional industries, while also leveraging the industrial clustering effect formed by the Southern Taiwan Science Park and other technology industrial parks in Tainan, Yongkang, and Liu Ying.
Location Overview
The Sinji Industrial Park is located at the intersection of Annan District, Anding District, and Xigang District in Tainan City. It is divided by Section 1, Lane 124 of Goxue Road. The northern side belongs to Anding District (non-urban land), while the southern side belongs to Annan District (urban land). The total development area is 123.26 hectares.
The site is bounded on the west by the Zengwen River diversion canal of the Chianan Irrigation System, while drainage channels on the south also serve as natural boundaries. The east and north sides are defined by existing roads, forming a clearly demarcated site boundary.
The industrial park is located near Provincial Highway 17A, approximately 8 km south of Tainan City. It is about 4 km southwest of the Tainan Technology Industrial Park and 11 km northeast of the Southern Taiwan Science Park (Tainan Park). It is also approximately 500 meters from the Sinji Interchange of National Freeway No. 8, which connects to National Freeway No. 1 via the Tainan System Interchange, providing excellent transportation connectivity.
Development Features and Planning
This industrial park is the first zero-discharge wastewater industrial park in Taiwan, with full recycling and reuse of wastewater.
Industries to be introduced are primarily low-pollution and low-water-consumption sectors. Manufacturing industries include fabricated metal products, basic metals, motor vehicles and parts, electronic components, machinery and equipment, leather and fur products (no process wastewater allowed), food products, apparel and clothing accessories, and plastic products.
Non-manufacturing industries (without process wastewater) include wholesale trade, warehousing and logistics, information and communications, as well as professional, scientific, and technical services.
The total development area is 123.26 hectares, including 74.23 hectares of industrial land (Type I), 2.52 hectares of industrial land (Type II), and 46.51 hectares of public facility land. Construction commenced on November 30, 2015, and all engineering works have been completed, with full development achieved in 2020.
Infrastructure
1. Road System
The park features a 40-meter-wide entrance road approximately 825 meters in length, connecting eastward to Provincial Highway 17A (about 300 meters away). Section 1, Lane 124 of Goxue Road will be widened from 10 meters to 20 meters and also connects to Highway 17A (about 320 meters away). These serve as the main external access roads. A 30-meter-wide north-south main road (approximately 1,102 meters long) is also planned, along with 20-meter-wide internal roads surrounding the industrial areas, totaling approximately 6,426 meters.
2. Utility Systems
Public utilities are integrated along the road network, including flood drainage, water supply, sewage, reclaimed water, and telecommunications systems. Electricity and gas infrastructure are provided by respective utility companies.
3. Parking Facilities
The park includes two designated parking areas and one plaza combined with parking use.
4. Service Center
A service center is established in accordance with regulations to manage and serve the industrial park. It is integrated with plazas, parking areas, and parks, and designed as a Silver-level Green Building.
5. Wastewater System
The wastewater treatment plant has a design capacity of 1,030 CMD (average daily flow) and 1,290 CMD (maximum daily flow). Industrial wastewater is collected via the sewer system and treated at the plant. Treated water is reused for irrigation and street cleaning within the park.
6. Landscape and Ecology
The park includes five designated park areas, planned as conservation parks (habitat for ring-necked pheasants), sports parks, and native plant parks. A 20-meter-wide green buffer zone surrounds the site, and green corridors are planned along external roads to enhance safety and environmental quality.
Industrial Land Disposal
In accordance with central government policies and regulations, land disposal methods are restricted. For Type I industrial land, 80% (59.38 hectares) is sold with conditions. To prevent land speculation, companies must complete factory construction within two years of land handover (with building permits and building coverage ratio above 30%) and complete factory registration within three years.
The remaining 10% (7.42 hectares) is designated for lease-only use, and another 10% (7.42 hectares) is allocated under superficies rights for factory establishment.
Development of the industrial park is carried out in parallel with public infrastructure construction. Type I industrial land (74.23 hectares) and Type II industrial land (2.52 hectares) are developed accordingly.
The land is divided into six zones based on fill progression. Except for Zones 1 to 4, which have been fully sold, information on leased land and superficies parcels is available on the Tainan City Government Economic Development Bureau website under "Downloads / Industrial Parks." Enterprises interested in establishing factories are welcome to apply at the Sinji Industrial Park Service Center during the announcement period.
