The City Government assists in the establishment of 21 incorporated industrial park industry associations, strengthening communication, planning, and organizational functions among enterprises. This effectively promotes interaction among companies within industrial parks and enhances overall industrial development:

The responsibilities of these industry associations include:

• Regular coordination meetings of association chairpersons chaired by the Mayor, with heads of relevant departments attending to hear operational challenges in industrial parks. The City Government directs relevant departments to fully assist in removing investment barriers, while the Economic Development Bureau tracks and monitors implementation progress.
• Actively participating in board and supervisory meetings, and proactively assisting industrial parks in resolving issues such as inadequate public facilities and drainage system improvements.
• Serving as a communication channel between industrial park enterprises and the City Government to report investment-related issues and facilitate the removal of investment barriers.

Major investment barriers and challenges (including land, taxation, water and electricity supply, transportation, development permits or changes, environmental impact assessments, funding, labor, etc.) are addressed in two categories:

1. City Government Responsibilities:

• Request the Mayor to convene inter-departmental coordination meetings.
• Establish a platform to regularly monitor and track the progress of assistance measures.

2. Central Government Responsibilities:

Submit requests to the Ministry of Economic Affairs to convene inter-ministerial coordination meetings to resolve investment barriers.

To ensure that domestic and foreign investors intending to invest in Tainan can smoothly acquire land, water resources, and resolve regulatory issues, the City Government has established a comprehensive one-stop investment service system. Dedicated case managers are assigned to provide single-window services and continuously assist enterprises in removing investment barriers.
